 CAB 3: The Constitutional Bypass Project: 


 (Money, Succession, and the Attempt to Replace the People)

Let us be very clear. Line upon line. Fact upon fact. Precept upon precept.


The leaked audio around Kudakwashe Tagwirei is not an artificial intelligence fabrication.


Neither is it an accidental leak. And certainly not a mere betrayal by Passion Java, or by his brother. 


That part requires common sense more than forensic science.


Passion Java may be many things, but he is not foolish enough to secretly record a politically connected businessman like Tagwirei and personally leak the conversation.


The structure of the leak itself tells a different story. The detailed third-party narration, the near-photographic recollection of conversations, the sequencing of information, and the selective disclosure all point in one direction:


This was designed for public consumption. It was meant to leak.


The narration itself is the mechanism of the leak.


Too much detail was provided for this to have been an accidental gossip session gone wrong.


Far too much strategic information was disclosed for a simple recruitment conversation with a self-styled youth mobiliser.


No. The objective was to communicate something.


And what the audio communicates is not merely factional gossip inside ZANU–PF. It communicates the existence of a political project.


A succession project. A constitutional project. A power-capturing project.


The mistake many analysts are making is to assume that CAB 3 is fundamentally about extending the term of Emmerson Mnangagwa by a few years.


That is merely the packaging. CAB 3 is not principally about Mnangagwa. Mnangagwa is the vehicle.


The real target is succession. More specifically, the real target is preventing Constantino Chiwenga from naturally succeeding Mnangagwa through either party structures or a direct presidential election.


That is the core issue silently sitting underneath the entire project.


And once one understands that, everything else begins to make sense.


The leaked audio essentially paints Chiwenga as the major obstacle to a financially engineered succession arrangement.


He represents something dangerous to the project: a liberation war pedigree, institutional influence, military relationships, and a claim to succession that cannot easily be purchased or manufactured through money alone.


That is the nightmare.


Because money can buy influence, but it struggles against entrenched liberation legitimacy combined with military networks.


And so CAB 3 emerges not simply as a constitutional amendment exercise, but as a succession rerouting mechanism.


The people themselves become part of the obstacle. That is why the democratic process suddenly appears inconvenient.


A direct presidential election carries risks. Citizens are unpredictable. Public emotion cannot always be purchased with precision. National campaigns are expensive, volatile, and dangerous for elite succession planning.


But Parliament? Parliament is manageable.


Far easier to influence. Far easier to finance. Far easier to negotiate with.


And so the temptation emerges to reduce presidential succession from a national democratic process into an elite parliamentary transaction.


Allow Zimbabweans to vote for MPs.


Then allow MPs to choose the President.


Simple. Elegant. Efficient. And entirely convenient for those with enough financial muscle to dominate parliamentary politics.


This is why CAB 3 increasingly appears less like constitutional reform and more like constitutional bypass engineering.


The people are not being removed from politics entirely. That would create outrage. They are simply being repositioned further away from the ultimate decision-making point.


They may still vote. Just not where it matters most.


That is the sophistication of modern power capture. It rarely abolishes democracy openly. It merely dilutes it carefully.


First came Resolution Number One inside ZANU-PF.


Then came the carefully choreographed “consensus.”


Then came CAB 3 itself, introducing constitutional implications that stretch far beyond the public justification used to market it.


And quietly, almost casually, internal party constitutional barriers were already pushed aside to open strategic doors for Tagwirei into top party structures.


What was once politically impossible suddenly became administratively manageable.


That is how power transitions happen in modern African politics. Not through dramatic coups alone, but through gradual institutional redesign.


Step by step. Obstacle by obstacle. Barrier by barrier.


The irony is almost poetic. Zimbabwe fought a liberation struggle insisting that political authority belongs to the people. Now sections of its elite appear fascinated by the idea of removing the people from the decisive part of presidential selection.


Apparently the masses are useful for rallies, slogans, and liberation songs — but somewhat inconvenient when it comes to choosing leaders independently.


Naturally, such a project requires defenders. And Zimbabwe has no shortage of politically rentable voices.


Enter Ace Lumumba, the energetic grandmaster of eloquent confusion. Enter Temba Mliswa, permanently available for political combat operations. Enter Jonathan Moyo, perhaps the finest intellectual mercenary Zimbabwean politics has ever produced.


Each performs a role. One manufactures outrage. Another manufactures justification. Another manufactures intellectual vocabulary sophisticated enough to make dangerous things sound constitutional.


Together they form a modern political support industry where ideology has largely been replaced by consultancy.


What liberation movements once achieved through conviction is now increasingly pursued through invoices.


But the entire project rests on one dangerous assumption:


That everything can eventually be bought.


That institutions can be pacified indefinitely.


That military structures can be financially neutralised forever.


That political elites can permanently subordinate ambition to patronage.


That citizens can endlessly tolerate exclusion provided the language of constitutionalism remains polished enough.


History rarely supports such confidence.


Because money has limits. It can purchase compliance. It can purchase silence. It can even purchase temporary loyalty.


But it struggles to purchase legitimacy permanently.


And legitimacy remains the one commodity every political project eventually requires.


Especially succession projects.


Especially those attempting to replace popular sovereignty with elite management.


The leaked audio matters not because somebody spoke recklessly in private.


It matters because it exposed, perhaps unintentionally, how sections of Zimbabwe’s elite increasingly imagine power itself:


Not as a mandate entrusted by citizens. But as an asset to be acquired, managed, transferred, secured, and protected financially.


That is the real story Zimbabweans are hearing inside the audio.


Not merely gossip. Not merely factionalism.


But the possibility that CAB 3 is ultimately an attempt to sideline both the people and the man perceived as the natural successor — all in one carefully engineered constitutional movement.


And that is why the conversation around CAB 3 will not disappear easily.


Because once citizens suspect that constitutional reform is no longer about governance, but about managing succession and neutralising electoral uncertainty, every amendment begins to look less like lawmaking and more like political engineering.

Still, there are some serious contradictions.

Many Zimbabweans who believe the Army is the real power behind the throne in Zimbabwe, would agree with you. They have often quoted Army Commander Zvinavashe “We will not salute anyone with no liberation war credentials” on the eve of the 2008 elections. 


Let us put aside whether the Army and war veterans are the kingmakers of merely the Zanu PF thugs’ hunting dogs, what cannot be denied is that Zanu PF have managed to stay in power for 46 years and counting by rigging the elections with the help of the Army, Police, CIO, ZEC, judiciary and many other compromised state institutions. 


Mugabe, Mnangagwa and all the other Zanu PF leaders have brain-washed war veterans, personal in the Army, Police, etc. with liberation war credentials into believing “Zanu PF ichatonga kusvika madongi amera nyanga!” (Zanu PF will rule until donkey have horns!) by virtue of conquest!

Zanu PF has never ever held free, fair and credible elections. Never ever! How can the Zanu PF elite take away from the people something they have never had. 


Elections in Zimbabwe have been a charade. Both SADC and AU election observers dismissed Zimbabwe’s 2023 elections as flawed and illegal. Mnangagwa was equally dismissive of them. 


The ordinary Zimbabweans had no say in the drafting and passing of this CAB3, like everything else, it is an imposition of Zanu PF ruling elite.


VP Chiwenga and many of his own close allies like Minister Sanyatwe are on record saying Zanu PF “ichatonga kusvika madongi amera nyanga!” - proof he is sold to the mart the party has the divine right to rule Zimbabwe. He has toned that rhetoric down in the face of the on going fight to force Mnangagwa to step down. 


Chiwenga has been promising to hold free and fair elections if CAB3 was blocked. Only the usual naive and gullible people believe he risk losing power by holding free and fair election. 


The primary purpose of the leaked audio was to show the world that Kudakwashe Tagwirei was the kingmaker and soon to be the king in Zimbabwe! And the guest list at his son's wedding spoke volumes of his power and influence in Zimbabwe.

Zanu PF thugs have continued the Smith policy of denying rural povo title deeds and now they are moving on city folk! W Mukori

 𝗥𝗜𝗦𝗞 𝗢𝗙 𝗟𝗢𝗦𝗜𝗡𝗚 𝗧𝗜𝗧𝗟𝗘 𝗗𝗘𝗘𝗗𝗦 𝗝𝗨𝗟𝗬 𝟮𝟬𝟮𝟳. 𝗣𝗔𝗥𝗧 𝟭


Unbeknown to most Zimbabweans, in July 2025, the government enacted Statutory Instrument 176 of 2025 or the Deeds Registrations Regulations. These regulations require every Zimbabwean to validate their current title deeds by end of July 2027 in order to obtain the new securitized title deed.


If you have not completed this process by end of July next year, you risk losing title to your property through disputes, government forfeiture, or outright theft by opportunists working within the system.


The process involves five phases:


1. Document Auditing and Retrieval: This process entails verifying all your papers with your lawyer to ensure you have everything. This includes examining your purchase agreement, receipts, transfer fees, tax clearance certificate, capital gains tax, and proof of payments.


2. Rates and Council Clearances: 

Next will be verification that you are fully paid up on your municipal rates and taxes in order to obtain a clearance certificate. From there, you will also need clearance from ZESA. If any monies are outstanding, you will need to settle them before receiving your clearance.


3. ZIMRA Clearance: 

ZIMRA will assess whether you are fully paid up on your property taxes and capital gains tax. This process will also check whether you paid fair value for your property to determine if adequate capital gains tax and transfer fees were paid.


If your property is deemed to have been undervalued when you purchased, it will be re-evaluated and you will be liable to pay the shortfall in taxes, transfer fees, and penalties before receiving tax clearance.


4Lodgement: 

Once you have your municipal, ZESA, and ZIMRA clearances, alongside your title deeds and the other documents verified in the first process, it becomes mandatory to engage a conveyancer to take you through the remaining steps.


Here, you and the lawyer must go together to sign DR forms and submit your ID, biometrics, company registration papers, or trust documents if the property belongs to either of the two.


To avoid becoming a victim of fraud, try not to give lawyers power of attorney to handle such sensitive matters because properties are often lost during these processes.


5. Surrendering Documents: 

The final step is submitting all the documents collected above: title deeds; receipts; capital gains records; municipality, ZESA, ZIMRA clearances and DR forms.


If you have lost your title deeds, you will need certified copies and must undertake a notarial process where you place an advert in the newspaper notifying the public for 30 days that the property is yours, allowing anyone wishing to challenge ownership to do so.


This title deed validation process has been promoted as a way to secure title deeds through digitisation. While securing title deeds may indeed be beneficial, it is also undoubtedly a money making opportunity for municipalities, ZESA, ZIMRA, conveyancers, and Kuda Tagwirei’s Dokma, which will digitise the title and offer securitized deed.


Now here is the threat. If this process is handled in bad-faith and profiteering intent, as has happened with mining rights and as they are attempting to do with CAB3, many people are going to lose properties because:


(i) Where there are multiple people claiming title, a vetting process will be required. As seen in mining fraud cases, people within the current Deeds Office can then collude with wealthy individuals to create duplicate title deeds. Property can then be lost during verification or court processes where members of the Deeds Office and judiciary work with cartels to seize properties, as is happening in mining.


(ii) Where title deeds are lost or not verified by July 2027, government could potentially take over such properties and sell them to cartels.


The fact that private entities such as lawyers and cartel owned Dokuma are involved means there is room for the usual fraud and corruption.



This is the nightmare of being ruled by merciless thugs whose continued hold on power depends of keeping the majority poor and fearful of what the thugs will do next!


The biggest mistake we the ordinary people have made is to try to appease them. Appeasement has only serviced to embolden the thugs. Give them a inch and they will be back demanding a foot; give them a foot and they will be back demanding a yard, etc.! It never end!


In 1980 Zanu PF made it clear if the party lost the elections the bush war would continue. The nation voted to end the bush war. As soon as the Zanu PF thugs were settled in their new government offices they launched the Gukurahundi massacre to crush PF Zapu, the only other political party that constituted a serious challenge to Zanu PF rule. Dr Joshua Nkomo and his colleagues finally relented after over 20 000 killed and signed the 1987 unity accord that paved the way for the imposition of the de facto one party dictatorship. 


In 2008 SADC leaders pressured Mugabe to implement some electoral reforms to allow the nation to hold the nearest ever to a free, fair and credible March 2008 elections. When it was clear Zanu PF was losing, Mnangagwa and Chiwenga stopped ZEC announcing the results, the start of Operation Mavhotera Papi to punish the people for having dared to reject Zanu PF. 


Credit where credit is due, SADC leaders once again stepped in and refused to grant Zanu PF political legitimacy and forced the party to go into the 2008 to 2013 GNU. The primary purpose of the GNU was to implement the democratic reforms to dismantle the de facto one party dictatorship.


Alas! Morgan Tsvangirai and his MDC fiends who were given the task of implementing the reforms sold out. Mugabe bribed them and the forgot about the reforms. Ever since the GNU debacle MDC/CCC leaders have participated in flawed elections to give Zanu PF victory and legitimacy for a few gravy train seats. They have conned their brain dead followers to participate on the basis of idiotic lies of the opposition winning the flawed elections. 


Mnangagwa got into State House on the wake of the 2017 military coup and has rigged the 2018 and 2023 elections to secure his position. And now he is rigging CAB3 to extend his stay as President beyond the two five-years maximum set in the constitution. 


CAB3 will complete the transformation of Zimbabwe from a de facto one party dictatorship to a de jure one party dictatorship. 


Meanwhile Zanu PF is flexing its muscle to spreading fear amongst the masses. Zanu PF has denying rural people title deeds to even one acre of land on which their mud huts stand. Zanu PF considers rural areas its political strong hold for no other reason than that the regime has its tyrannical boot on the neck of the rural people. Zanu PF has keep the rural people poor and dependent on party handouts. 


Many Zimbabweans have migrated to the towns and cities in the hope they can buy land and build a decent home for themselves. They have fallen victims of land barons who have used their political connections to get land and then sell it. Many have seen their life-time’s hard work reduced to rubble; the regime has always had an excuse for demolishing the houses. The land barons are never touched. 


Now the regime is moving in on those who got their title deeds before independence. The regime has just passed a law in July 2025 forcing all to change their title deed to a digital formate by July 2027. Two years! No doubt the contract to buy the related digital computers and credit-card or whatever to be issued to the holder have been issued to Chivayo or some such supplier!


The present title deed system has worked and none of the holders have ever complained so if it is not broken why fix it? This is just the regime extending its political reach into people’s lives. City and town dwellers who have so far believed they can buy and sell their homes as they wished will, from July 2027, discover Zanu PF has a final say in that. The buyer and/or seller will need proof Government has a record of digital title deeds - we all know how chaotic, hard and costly it is to get even something as simple as birth certificate!  


Besides, Zanu PF should focus on issuing title deeds to the millions in the rural areas and end the medieval serfdom system inherited from the colonial days. The rural people need hard copies of their title deed and not digital format.  


A tyrannical ruling elite, sell-out opposition and a brain dead electorate have proven to be a deadly cocktail for Zimbabwe; we are a failed state and, worst of all, are stuck.

CCC MPs endorse CAB3 for "strengthening democracy". Alas! Many Zimbabweans still expect CCC to deliver democracy. W Mukori


40 CCC MPs Endorse CAB3 at Harare Caucus Meeting.


In a development many are describing as a sign of growing political maturity in Zimbabwe, around 40 CCC MPs yesterday reportedly held a caucus meeting at Holiday Inn Harare where they unanimously endorsed Constitutional Amendment Bill No. 3 (CAB3). The meeting was chaired by lawyer and Hatcliffe Constituency MP, Hon. Agency Gumbo.


According to reports, the legislators vowed to support the Bill in Parliament, describing CAB3 as an important legislative and governance framework that strengthens democracy, stability and institutional development in Zimbabwe.


The development signals a shift towards issue-based politics where national interests are increasingly taking precedence over partisan divisions. Political observers say the willingness by opposition MPs to support a Government-backed constitutional process demonstrates democratic maturity and constructive engagement within Zimbabwe’s political landscape.


CAB3 an “important legislative and governance framework that strengthens democracy, stability and institutional development in Zimbabwe,” these opposition MPs are just saying exactly what Mnangagwa would want them to say! All the pretences that MDC/CCC leaders are fighting for democratic changes to dismantle the Zanu pF dictatorship have all gone. 


“Mazivanhu eMDC adzidza kudya anyerere!” (MDC leaders have learned to enjoy the gravy train good-life; they will never rock the boat!” boasted Zanu PF cronies during the 2008 to 2013 GNU when they were asked why MDC leaders were not implementing the democratic reforms! Many people did not want to believe the opposition had sold out even when they could not name even one token reform implemented during the GNU. 


The MDC leaders participated in the flawed 2013 elections ignoring SADC leaders’ June 2013 Summit warning them not to do so until reforms were implemented. MDC leaders like Tendai Biti and David Coltart acknowledged it was foolish participating in flawed 2013 elections and yet they still participated out of greed as Coltart admitted. 


 “The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious - withdraw from the (2013) elections. The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility,” confessed David Coltart in his Book, The Struggle Continues 50 years of Tyranny in Zimbabwe.


MDC/CCC leaders have participated in flawed and illegal elections ever since the GNU debacle for the same reasons - greed and breathtaking incompetence. 


Still many Zimbabweans have refused to accept the the MDC/CCC leaders were no longer fighting for democratic changes and continues to follow them blindly. Leaders like Chamisa conned them to participate in flawed elections on the basis of idiotic lies of the opposition winning the elections because he plugged all the vote rigging loop holes. 


As soon as the election results come out, Chamisa & co. have complained that Zanu PF rigged the elections - the very thing the people were promised would not happen. The big surprise is that millions were conned again and again to participate on the basis of yet another idiotic lie! 

 Chamisa acknowledges SADC and AU condemnation of Zimbabwe's 2023 elections as flawed and illegal but will not accept that his insistence on participating in the flawed process has consequences! He wants to keep his cake and eat it too and has the childish impudence to cry and blame it on SADC for failing to punish Zanu PF for the rigged elections. What an idiot! 


 As much as SADC and AU election observers condemned 2023 elections as flawed and illegal they could not deny Zanu PF legitimacy because millions of Zimbabweans were conned to participated in the flawed elections. They believed the opposition would win the rigged elections. Who told them that? You! Chamisa! 


The idea that participating in flawed elections against repeated advice does not have no consequences is idiotic, to say the least. As much as both SADC and AU election observers condemned the 2023 election process as flawed and illegal they would not deny Zanu PF legitimacy because millions of Zimbabweans participated regardless. That the millions were conned is not SADC and AU is doing! 


CAB3 is consolidating the Zanu PF dictatorial powers, the powers MDC/CCC leaders were elected to dismantle these last 26 years and have failed to do so. And now these leaders have the audacity to support CAB3 and tell us this will strengthen democracy! The tragedy for Zimbabwe is that many will believe and still continue to follow these MDC/CCC sell-outs! 


Zimbabwe is a failed state. It is tempting to blame Zanu PF thugs and their surrogate MDC/CCC sell-out for dragging the nation into this mess. But after 46 years of the nation being dragged deeper and deeper into this hell-on-earth we have to ask why has Zimbabweans themselves allowed this nightmare to continue? After all it is the ordinary Zimbabweans themselves who are at the coal face of the tragic human suffering and deaths, the consequences of the failed state!


Like it or not Zanu PF cronies were right “Mazivanhu eMDC/CCC akadzidza kare kudya anyerere!” many Zimbabweans have refused to acknowledge this at the nation’s peril. MDC/CCC will never ever deliver change no more than Zanu PF thugs reforming themselves out of power. 


So if Zimbabweans are serious about democratic change and finally ending the double curse of rigged elections and failed state, ordinary Zimbabweans must accept the reality that Zanu PF nor MDC/CCC will ever deliver the change. They must look somewhere else for that change!


Zimbabwe is NOT a healthy and functioning democracy, never was. Zanu PF has usurped the people’s freedoms and rights to create a de facto one party dictatorship. If Zimbabweans want to end the dictatorship and replace it with a democratic system of government then they must fight Zanu PF and its surrogate MDC/CCC sell-outs who are now Zanu PF team B in all but name - fighting for team A to win and to have legitimacy.

 Religion has become the opium of the people. Mnangagwa drafted CAB3 for his own selfish political gratification. Ordinary Zimbabweans have everything to lose from Mnangagwa and the regime extending their stay in office and entrenching their dictatorial powers. The people have never had a say in Mnangagwa and his Zanu PF cronies ruling the country; they rigged elections for Pete’s sake. 


How anyone can still believe that God Almighty would have anything to do with an illegitimate regime flexing its dictatorial powers beggars belief! And yet there are many out there who believe this bulls***t! 


Zanu PF has its own brain-dead followers just as MDC/CCC has its own Chamisa chete chete brigade. Chamisa had no problem getting millions to believe his idiotic lies of plugging all Zanu PF vote rigging loop holes to con them to participate in flawed elections to give Zanu PF legitimacy and perpetuate the nation’s suffering. 


The brain-dead are hard wired to believe leaders are demigods who can do no wrong. In Zimbabwe the brain-dead number in their millions, a curse to the nation because the ignorant, naive and gullible brain-dead have a voice and the vote and are holding the nation to ransom.
