"What reforms do we need to stop Zanu PF rigging elections?" How easily and readily some people forget! W Mukori

 In his book, Animal Farm, George Orwell, describes how Boxer, the horse, took as long to learn the first four letters of the alphabet as others took to learn all the 26 letters. Worse still, it took him as long as again to learn the next four letters and, worst of all, by then he had forgotten the first four letters!


A powerful metaphor for stagnation! 


Talk of stagnation; Zimbabwe is a failed state and all because we have failed to govern ourselves. We are stuck with a corrupt, incompetent and tyrannical Zanu PF regime; the party has remained in power to do as it damn well pleased these last 43 years and counting because it has blatantly rigged and got away with it scot-free! 


The solution to Zimbabwe’s double curse of rigged elections and bad governance is obvious: implement the democratic reforms to stop Zanu PF rigging elections. I have called for reforms incessantly some people have started calling me “Mr Reforms.” Worst of all, they are adamant that nothing, including implementing the reforms, can be done to NOT stop Zanu PF rigging the elections. Nothing!  


“You have not addressed the how to implement the democratic reforms. Remember Zanu PF’s arrogance and intransigence. Mnangagwa is on record boating that Zanu PF owns the judiciary, the police ,the army, the law makers, the decision makers and everything you can think of and indeed they do. Tell us how to untie the Gordian knot,” said one critic.


“For starters, what do you suggest that we need to do in order to stop Zanu PF from rigging elections?” asked the second.


“Which reforms will stop all this madness?” commented the third. 


“We have asked several times to give us a list of reforms.

“It seems the people calling for reforms do not know what reforms will end the lawlessness - just like the villagers in Gutu.


“I think we should stop using the plain word REFORMS without substance!”


By the late 1990s it was clear Zimbabwe was is serious economic and political trouble because the party that had ruled the country since independence in 1980 was corrupt, incompetent and murderous thugs. The people realised that as long as Zanu PF retained its carte blanche tyrannical powers including the dictatorial powers to rig elections there will be no end to our troubles. The nation reached a consensus; we needed democratic changes, reforms, to stop Zanu PF rigging elections.


Morgan Tsvangirai and his friends launched their party, Movement for Democratic Change (MDC) in 1999 in response to the nations political consensus. For decades the party supporters have chanted “Change! Chinja! Guqula!”


So after 23 years of chanting “Change!” “Reform!” to be asking what are changes/reforms is nothing short of metaphoric Boxer, the horse, forgetting the first four letters of the alphabet. It would be futile to address the question of what reforms and other related questions above just as it was futile to teach Boxer the alphabet in a never ending cycle! 

  

If I have answered the question what reforms and many like it once, I have answered the question a thousand times! I am not interested in answering these questions again, on the contrary I am as keen as mustard to find the answers to the parallel questions born out of the political stagnation.


Why is it that 43 years after independence, 2 500 years after the Greeks bequeathed mankind the gift of democracy, we still have Zanu PF blatantly rigging elections and getting away with it scot-free? 


Why is it that we have failed to understand what constitute free, fair and credible elections? 


We are not being asked to reinvent the wheel, democracy, but to adopt it for our own benefit. Why is it that we are failing to embrace the rule of law, justice and liberty? Why are we failing to govern ourselves for our own good?


Why is it that even now, 2 500 years after the ancient Greeks, we see but fail to perceive; we hear but never understand? 


Bless are these who see and perceive, who hear and understand. 


We have all the information we need to end this nightmare of rigged elections and bad governance, it is not rocket science. All we need to do is open our eyes and minds.


“What do you suggest that we need to do in order to stop Zanu PF from rigging elections?” Yeah right! No wonder Zimbabwe is a failed state, how can we ever make any progress on anything when the same thing must be repeated over and over again because we have such short memories we cannot remember what happened yesterday. 


We have learned nothing because we easily and readily forget.  “Kukanganwa chazuro nehope!” as one would say in Shona!

The ancient Greeks identified three types of people, the idiots, tribesmen and the citizens. The idiots cared about number one, themselves and no one else. The tribesmen cared about their group and no one else. Only the citizens care about the society and realised that peace and prosperity were guaranteed only when society at large is at peace. The citizens saw the bigger picture and only the citizen had the vote.

Granting the vote to idiots and tribesmen alike is one of the reasons why we have failed to produce a healthy and functioning system of government!

It's clear that in order to create a truly just and equitable society, we need more people to think like "citizens" and consider the bigger picture. This is a really insightful way of looking at the world and it has implications for how we can build a better society.”

Well, for once I agree with you!

Zimbabwe is a failed state, proof of our failure to rule ourselves. The country is facing total economic meltdown and millions of our people are living in abject poverty. It is a great pity that we do not even have the common sense to admit the criminal waste of the country and material resources much less end it!

It is ironic that Zimbabwe’s rich natural resources has become a curse and not a blessing. Mnangagwa and Zanu PF has instituted wholesale looting of the resources and they are using the ill gotten wealth to bankroll the regime’s power grabbing and tyrannical rule.

Zanu PF has all the state institutions under its control the little private sector activities are all under Zanu PF direct or indirect control and it any should ever dare support the opposition, for example, they will be forced out of business in no time.

The opposition itself is in Zanu PF’s deep pockets and hence the reason why MDC leaders failed to implement even one reform in 23 years including 5 in the GNU. Zanu PF dictates what the opposition can and cannot do. It is no exaggeration to say in the 2023 elections CCC was Zanu PF team B in all but name, they were hell bent on participating no matter how flawed and illegal the election process got to give Zanu PF legitimacy.

Chamisa was right to say CCC was heavily infiltrated by Zanu PF. He knew this all along, the trick was to pretend he did not it until January 2024! Unfortunately for Zimbabwe the ignorant and gullible herd believed him and so he will con them to participate in the 2028 elections regardless how flawed and illegal the process get!

Zimbabwe’s other curse is we have some of the most ignorant, gullible and naive electorate on earth. Even after 23 years of MDC/CCC with not even a token reform implemented the herd still believes the party will win rigged elections! It is insane. In our foolishness we have dragged ourselves into this hell on earth.Tragic!

Disqualifying Zuma from contesting in the May elections is academic since he was not on the presidential ballot. MK still poses a serious threat to ANC's political hegemony. South Africans are about to open their eyes and exercise their democratic right to elect leaders on merit and not on the basis of some historic legacy.

If Nelson Mandela had wanted SA to be a one-party state then he would have not created the democratic institutions! Mandela's greatest legacy to SA was making that country a healthy and functioning democracy.

A democratically accountable government in SA is just the tonic Zimbabwe has been dying for!

There is talk of Zimbabwe restructuring the currency, this is just mendacious way for off loading some zeros to avoid printing the large currency. But with inflation already at 2 000% and rising it will not be long before we have the 1 000, 10 000, 100 000, etc. dollar bills!

As long as Zimbabwe remains a pariah state ruled by corrupt, incompetent and murderous thugs who have blatantly rigged elections to stay in power; there will be no meaningful economic recovery. None!

Ever since the violent seizure of the white owned farms to give to Zanu PF loyalists mostly, Zimbabwe has relied on food aid every two or three years. Last season was not a bad growing year but we ended up importing food. So we did not even have a single bag of grain at the start of this drought - the price the nation has had to pay with this kiya, kiya Zanu PF regime!

When Mnangagwa got into power in November 2017 following the military coup he promised two things free and fair elections and to stamp out corruptions. He has failed to deliver even one of these because he is the godfather of corruption and as long as he able to rig elections he does not have to worry about being accountable to the people - the victims of the failed and Mafia state.

Mnangagwa blatantly rigged the 2023 elections and got away with it thanks to the MDC/CCC leaders who sold out on reforms and participated in the flawed elections to give Zanu PF legitimacy. We need competent opposition leaders who will implement the reforms if we are to stamp out corruption and bad governance!

PRESIDENT Emmerson Mnangagwa has been impressed by the country’s gold reserves after inspecting the bullion ahead of the 2024 Monetary Policy Statement this Friday.

The President was given an update of the reserves in the vaults, with Reserve Bank of Zimbabwe Governor, Dr John Mushayavanhu disclosing that the country has 1,5 tonnes worth of gold reserves, 1,1 tonnes which are in solid gold form, while the remainder is in other mineral forms.

“The gold in the vaults 1,1 tonnes, 1,5 tonnes converted we have other gold offshore. So, in total in the form of gold reform, cash balance is US$100 million in cash," he said.

Zimbabwe’s hyperinflation rate of 2 000% and rising, the highest in the world, is fuelled by many things among them the country’s warped trade balance we spend far more on imported goods and services - mostly luxuries such as posh cars - than we earn from exports.

Zimbabwe used to earn a lot of foreign currency from its agricultural sector by since Zanu PF’s farm seizures of white owned farms starting in 2 000 to give to party loyalists mostly agricultural production has all but collapsed and with it the economy. This has put a lot of pressure on the local currency.

Other factors such as corruption, bad governance and the reckless spending by the ruling party have all piled on the pressure on the local currency making it worthless compared to the foreign currency.

Tell the world that the local Z$ is backed by 1.5 tonnes of gold in RZB vault will fool no one - the hyperinflation will remain and get even worse. Zimbabwe must cure herself of the curse of rigged elections and bad governance first if the country is to have any meaningful economic recovery.

Oh dear! No wonder we are a failed state! Was Chamisa not elected into office for the primary purpose of implementing the democratic reforms and stop Zanu PF rigging elections? He has clearly failed to carryout this task as we can see from Zanu PF blatantly rigging the 2023 elections. It is a pity that instead of holding him to account for selling out on reforms some village idiots continue in their foolishness of regarding Chamisa as a demigod.

All those who hold public office must be accountable to the public for what they do or fail to do in office - that is a critical tenet of a healthy and functioning democracy. Zanu PF thugs have argued that they are above democratic accountability all these last 43 years but now we must add MDC/CCC nincompoops to that list!

All those in public office are accountable - that is not negotiable. Yes they are accountable to everyone including those who are not as sexually gifted or otherwise as yourself!

As the conflict in the Gaza strip continues unabated despite global calls for a ceasefire the government of Zimbabwe handed over US$500 000 to the Palestinian representative in Zimbabwe, His Excellency Tamer Almassri this Thursday.

New Reserve Bank of Zimbabwe (RBZ) governor John Mushayavanhu talking to journalists at the central bank in Harare on Thursday during a handover takeover process from his predecessor John Mangudya overseen by President Emmerson Mnangagwa who was also there to check the asset holdings - minerals and cash reserves in vaults.

Mushayavanhu, who will introduce a new structured currency today [Friday], says the RBZ has 1.5 tonnes of gold and 1 tonne of several other precious minerals, making it 2.5 tonnes.

This is worth US$175 million put together.

The central bank has US$100 million cash reserves, bringing the total to US$275 million.

This constitutes the cumulative reserves at RBZ to back the new currency.

While authorities claim this is more than enough to back up the new currency as it is above Zimbabwe's one month import cover, analysts say actually this is woefully inadequate to anchor the new local unit which will come against a backdrop of currency volatility and runaway exchange rate-driven inflation amid a renewed economic spiral into the doldrums of turmoil.

Zimbabwe has been reeling from economic problems for over two decades now.

Analysts also say the current reserves narrative is not much different from the US$200 million Afrexim Bank facility which authorities claimed was there to back the ill-fated bond notes.

Zimbabwe has had a labyrinth and many variations of the local currency decimated by the economic meltdown and high inflation in recent years.

The new currency, analysts say, will not survive without economic and structural reforms within the context of a lasting political settlement.

Kiya, kiya! What a way to run the nation’s affairs!

This new currency will replace the beleaguered ZWL dollar and will circulate alongside other currencies. The multi-currency system will remain in place until 2030, as mandated by law.

Under the new policy, all financial obligations will be converted to ZiG, with banks required to accept old notes for the next 21 days. ZiG notes will be issued in denominations of 1, 2, 5, 10, 20, 100, and 200, with 1 ZiG equivalent to 6 US cents. This strategic move aims to enhance confidence in Zimbabwe's financial system and pave the way for economic stability.

1 ZiG : US$0.06 or 1 US$: 16.67 ZiG officially we will soon know what the black market exchange rate is. What we can say is it will be much higher and it will change of a daily if not hourly rate - with inflation already at 2 000%! Kiya kiya!

Zimbabwe's promised structured currency, ZiG was launched today it will will not deliver a stable currency because the problems that fuelled inflation and devaluation of the local currency in the past are still there.

1.00 ZiG = US$ 0.06 or 100 ZiG = US$ 6.00.

With inflation at 2 000% it will not be long before the devaluation set in 100 Zig = US$ 1.00 then 1 000 ZiG = US$ 1.00, etc., etc.

Prominent Zimbabwean economist and financial analyst Professor Gift Mugano says the new local currency launched today - unimaginatively named Zimbabwe Gold (ZiG) amid noisy claims by government officials there is US$275 million reserves to anchor it - is old wine in new bottles.

Mugano, who worked with the government before he was pressured out and now Director Centre for African Governance & Development at the Durban University of Technology, South Africa, said ZiG is the same thing in disguise as other local currency versions such as RTGS, bond notes and Zimdollar, which ultimately is a cocktail of failure.

In an X post, Mugano says:
"The new currency has finally landed. Same old wine in the same old bottle.

"In my previous posts, I underscored that the structured currency will fail as a result of:
(1) a large informal sector (+80% of the economy); (2) drought of confidence; (3) drought of production; (4) printing of money & excessive liquidity caused by treasury; (5) lack of national cohesion and consensus; (6) lack of policy clarity; and (7) external shocks (drought & subdued commodity prices).

"The MPS presented by the new Governor today reminds me of the MPS which was presented by Dr JP Mangudya  on 20 February 2019 where the later introduced the RTGS as the new currency with a starting exchange rate of ZW$2.5: US$1 (inter bank rate/market).

"Immediately, the exchange rate started to run away and today the ZW was trading at ZWL$40,000: US$1.

This is exactly what is going to happen to ZiG!

"Another serious threat to ZiG which requires special attention is excessive liquidity from the Ministry of Finance going towards payment of contractors & civil servants salaries. The approved 2024 budget stood at ZWL$58.2 trillion albeit it is eroded by inflation & exchange rate spiral.

"The RBZ in its MPS presentation, it placed emphasis on the fact that the total reserves in its coffers amount to US$285 million are more than 3 times the current reserve money, i.e., ZW$2.6 trillion (equivalent of US$90 million). This is a correct assessment.

"However, the RBZ is obviously not factoring in the impact of the excessive liquidity from the Treasury. Obviously, with exchange rate movement which has seen official exchange rate slipping from ZWL$6K from the day when the 2024 budget was launched to ZWL$25K as of this week, it means that our budget shrunk by more than 4 times in 3 months. The converse is true - it is implied that the budget has moved from ZW$58.2 trillion by four (4) times - so we may be talking of a realistic budget of ZWL$240 trillion.

"The question which arises is that when RBZ is presenting its MPS, isn't prudent that it must also raise a point of advice to Treasury (as an advisor to GOZ) on the possible implications of liquidity on the exchange rate. Likewise, isn't fair to request the RBZ to give us a balanced assessment of the impact of reserve money & excess liquidity from treasury on the exchange rate than to concentrate on the reserve money supply only?

"I would like to argue that the national budget has always been and will always be the biggest threat to the exchange rate stability - more than money supply.
The question which arises again is the US$285 million enough to cover USD demand (demand for value preservation) from civil servants & contractors? The answer is a big no!

"ZiG = bond note = ZWL = RTGS = FAILURE.”

Zimbabweans know this is just another kiya kiya doomed to fail. Even since Zimbabwe attained her independence 44 years ago the nation has been on a relentless economic decline. Millions of Zimbabweans are now living in abject poverty. What will it take this nation to open our eyes and see this is not working!

Zimbabwe has just launched its "structured currency", the ZiG (Zimbabwe Gold). ZiG 1.00 = US$ 0.06. Everyone knows that the regime has done nothing to restore confidence in the new currency, all those negative behind the country's hyperinflation, now at 2 000%, are still there.

In 2008 inflation soared to 500 billion per cent and the then Governor of the RBZ, Gideon Gono, has dismissed claims of ZiG keeping its value because "the elephant in the room back then is still there today!"

We all know that ZiG is doomed to fail and drag the nation deeper and deeper into the abyss. How long are we, Zimbabweans, going to allow this madness to continue?

Mnangagwa boasted that Zanu PF owns the Police, Army, etc. and it is little wonder these institutions have failed to in their duties to delivery free, fair and credible elections. Zanu PF thugs believe they have the right to choicest fruit the nation has to offer, believe we are all equal but they, by virtue of spearheading the liberation war, they are more equal than others.

When one's freedoms and human rights and dignity are denied, one has the duty to demand restitution; after 44 years of corrupt and tyrannical oppression, it is insane to allow the oppression to continue!

Mnangagwa and Zanu PF do NOT own ZRP, ZNA, the judiciary, etc.! The regime should have never been allowed to corrupt and capture these institutions. Never!!

Zimbabweans’ greatest weakness is their inability to think! Only some one who has taken leave of their sense would be so dumb as to believe a blatant lie like Chamisa’s claim that he has plugged all the Zanu PF vote rigging loop holes. Over two million Zimbabweans believed the lie even after they were warned that participating in the flawed elections would give Zanu PF legitimacy.

Like it or not, we deserve this corrupt and tyrannical Zanu PF dictatorship complete with its equally corrupt and useless MDC/CCC side-kick and deserve the suffering the regime has brought!

Stop Zanu PF rigging the elections and to do that all the people have to do is elect opposition leaders who will implement the democratic reforms. After 23 years including 5 in the MDC, MDC/CCC leaders failed to implement even one reform, one would think the people would have finally realise that Chamisa and company are not up to the task. Alas! No! The penny has not yet dropped! One wonders whether it will ever drop; we are a nation of dunderheads!

What is common sense to anyone with half a brain is a complete mystery to most Zimbabweans. After 43 years of rigged elections we still have no clue what rigged elections are much less what to do to stop it. Of course, we are doomed.

In a statement released this Saturday, the Reserve Bank of Zimbabwe Governor, Dr John Mushayavanhu said that the Zimbabwe dollars can transact but will be converted at the rate of one ZiG to 2498.72 Zimbabwe dollars at the point of transacting until the process of transitioning to the new Zig currency is completed.

ZEC's affidavit in the Constitutional Court challenge of the 2018 result showed that more than 16 Polling Stations (PS) had two PS with identical result; same votes cast for each of the candidates, spoilt votes, etc., etc. an, most notably of all, Mnangagwa had a commanding lead.

It was Chief Justice Malaba, no less, who asked why Chamisa and company did not ask to have the sealed ballot boxes of the 16 PS opened. Their answer: "they did not want to drink from a poisoned well!"

Of course, it is nonsense and history will not be so easily fooled. MDC/CCC has been Zanu PF team B in all but name. What will it take for this nation to finally open our eyes!
