"Mr Biti you just made the case for another coup." 2017 military coup set a dangerous precedence and CAB3 will not change that! W Mukori

 @ D Mafa

“OPEN LETTER TO TENDAI BITI

An Urgent Warning to Zimbabwe

2 June 2026

---

Mr. Biti,  @BitiTendai

Today, on a public X Spaces, you said it out loud.

You said the Mnangagwa regime is now passing laws to stop the military from disposing of presidents who violate the constitution. You framed that as a problem. You said it as a man who wants the military to retain that power. You are not hiding it anymore. You are peddling it openly to ordinary Zimbabweans who are desperate, disillusioned, and waiting for Chiwenga to act.

Mr. Biti, you just made the case for another coup.

A lawyer. A constitutionalist. A man who has stood in courts and in parliament defending the rule of law. Today you told Zimbabwe that the military should retain the power to remove presidents. Today you told Zimbabwe that Chiwenga should clean up the mess he created. Today you joined the long and shameful list of opposition leaders who have decided that the gun is acceptable when it serves their interests.

ZEM puts this on the record today, 1 June 2026. You said it. Zimbabwe heard it.”

The military did NOT have the constitutional power to remove Mugabe in 2017. The most liberal interpretation of the constitution would say they army had the power to do so if elections were rigged and the president, per se, has no legitimacy. Zimbabwe’s army could never sustain such a position since they were involved in the vote rigging.

CAB3 is pretending to remove the power to stage a military that was never there. The pretence is important in that it creates confusion and uncertainty in the minds of those who are considering another coup.

The 2017 military coup set a dangerous precedence and that cannot be put right without challenging the 2017 George Chiweshe judgement - some thing neither Mnangagwa nor Chiwenga have the guts to do.

Tendai Biti said CAB3 could not go through without two referendums, as we can see, it is sailing through without even one referendum! Zimbabweans should have learned by now not to believe even half of what lawyers/Politicians like Tendai Biti, Chamisa, Coltart, Chinamasa, etc. say especially given their well documented track record as sell outs!

Fcuk me! What else do these sell outs have to do before the penny finally drops that they are not to be trusted nor taken seriously. No wonder we are a failed state!

Ian Smith was right, we are incapable of self government because we have the knack “to walk on sewage and thing it normal!” We have a knack for believing everything our leaders say regardless how stupid the lie and how many times it has been repeated!

Zimbabwe cannot access cheap loans from the international banks because we are failing to pay off US$2.7 billion in debt arrears. Finance Minister Mthuli Ncube has tried to borrow from UK, Germany and Japan to pay the arrears. They all said no and rightly so too!

In a recent leaked audio Kudakwashe Tagwirei is heard boasting about his amassed wealth and that of the other leading looters in the country. He boasted of how Scott Sarupwanya alone was smuggling 1.5 tonnes of gold every month or US$1 billion per year - enough to pay off the arrears in less than three years!

Of course, the UK, Germany, Japan and every Zimbabwean out there with any common sense, especially Finance Minister Ncube; they all know that corruption in Zimbabwe has gone into overdrive. The country does not need a single dollar in loan much less aid. What we need is end the scourge of corruption behind the nation's criminal waste of human and material resources!

Zanu PF has denied the rural voters the title deeds to even a few acres of land on which their mud hut stand for selfish political reasons. Ian Smith denied rural povo title deeds for fear economically empowered blacks would demand political empowerment next.

After independence, Zanu PF could not deny the blacks the vote outright and so resorted to hollowing out the vote by denying the rural povo title deed, poor and in fear of Zanu PF reprisals for any dissent much worse for supporting the opposition.

Zanu PF has ruthless imposed its political dominance in the rural areas by making it no go-areas for the opposition and reducing the rural povo to nothing more than medieval serfs forever beholden to overbearing Zanu PF.

@ Isaac

Rugeje spear headed the 2008 Operation Mavhotera Papi; trust me he was not donating mishonga then! He was punishing the people for daring to reject Zanu PF in the March 2008 elections because he, like Chiwenga and Mnangagwa who commanded the operation, believed Zanu PF has the divine right to rule Zimbabwe.

Chiwenga and Mnangagwa are fighting over which one of them should be the top dog in 2028. They are united in the belief Zanu PF must rule forever and will rig elections and even kill as they did in 2008.

Only a nincompoop like you, Isaac, refuse to see Mnangagwa and Chiwenga are two faces of the same coin! The nation is fighting to end the Zanu PF dictatorship and nincompoops like you are fighting to replace one dictator with another. Fcuk me! No wonder we are a failed state, we just have too many nincompoops amongst us.

@ DE Mafa

You are correct on every point.

The military never had constitutional power to remove Mugabe. Not under any interpretation of the 2013 Constitution. The argument that they could act because elections were rigged collapses immediately when you note that the same military was instrumental in rigging those elections. You cannot be the disease and the cure simultaneously. The George Chiweshe judgment that retrospectively blessed the 2017 coup was the moment Zimbabwe’s constitutional order was formally captured — and as you correctly identify, neither Mnangagwa nor Chiwenga will ever challenge it because doing so would expose both of them to prosecution for treason and potentially for Gukurahundi.

That judgment is the buried landmine at the centre of Zimbabwean constitutionalism. Everything built on top of it — including CAB3 — is built on a foundation that has never been honestly examined.

Your point about CAB3 creating confusion and uncertainty is equally sharp. The bill does not need to actually grant the military new powers. It simply needs to make people uncertain about what powers exist. Uncertainty suppresses action. If potential coup plotters are unsure whether their intervention would be legally defensible, they hesitate. That hesitation is worth more to Mnangagwa than any specific constitutional clause.

And on Biti and the referendum — you are right and the record is clear. He said two referendums were required. CAB3 is sailing through without one. That gap between what lawyers and politicians say and what they deliver is not incompetence. It is a pattern. It is why ZEM insists on judging leaders by their record and their actions rather than their statements.

Zimbabwe has enough eloquent voices. It needs accountable ones.

There are many people like you who can clearly see what is wrong in Zimbabwe and have explained it countless times. It is a pity that millions still remain naive and ignorant and thus susceptible to be conned by both Zanu PF and opposition leaders to do all manner of stupid things like participating in flawed elections or endorse CAB3 because they believed Mnangagwa can deliver Vision 2030.

There is no denying that corruption is Zimbabwe has gone into overdrive. When the stories of corruption are being told by MDC/CCC leaders like David Coltart, the Mayor of Bulawayo, the opposition hypocrisy stinks to the high heavens!

Coltart and his MDC/CCC fiends failed to implement even one token democratic reform during the 2008 to 2013 GNU when they had the best chance ever to do so. Ever since the GNU debacle, they have participated in flawed, "so flawed, so illegally, the only logical step was to withdraw". Participating would give Zanu PF legitimacy and thus perpetuate the dictatorship. The soldiered on and participated out of greed.

It is an insult that Coltart & co. should be reminding us how much we are suffering and dying, the consequences of Zanu PF corruption and tyranny rule. When all the suffering and deaths would not be happening if they had fulfilled their promise and implemented the democratic reforms.

It is a tragedy that millions of Zimbabweans continue to believe in Coltart & co. idiotic lies and be conned to participate in flawed elections only to perpetuate their own and the nation's suffering and deaths. MDC/CCC have failed to implement even one reform in 26 years and still millions continue to follow them blindly like sheep to the slaughter. How is that humanly possible? We are supposed to be creatures of reason!

The usual routine: first Zanu PF thugs cut off your legs and then the President, Mr Nice Guy, gives you a wheelchair gift with all the funfair, media coverage, singing and dancing. Like it or not, you are now helpless and forever a dependent on others especially the undependable regime that chopped off your legs in the first place!

The only question that real matters here is how long are we going to let Zanu PF ride roughshod over us?

2222

This is just barbarism by a regime that is determined to keep as many Zimbabweans poor and fearful of the regime and denying them title deeds and property rights is one effective way of doing it. Zanu PF wants medieval serfs living in mud huts and forever beholden to the party.

Zanu PF has denied rural people title deeds, a carry over from Smith’s regime and for the same selfish political reason. Many of us have said nothing for 46 years and counting. Many have migrated to town and cities where one can get title deeds - at least in theory. Now Zanu PF has followed. The regime is failing to maintain decent roads but it has the heavy duty plant to demolish decent houses!

The people of Zimbabwe must stand up as one and demand that every Zimbabweans must have their right to own property secured and guaranteed. Stand up as one and the regime will be forced to take you seriously and concede. Rural folk and urban dwellers standing as one!

@ Divine Mafa

Wilbert.

ZEM could not have said it better.

Zanu PF ichatonga kusvika madhokwi aneranyanga. ZANU-PF will rule until donkeys grow horns. That is not a political slogan. That is a declaration of permanent ownership over a people who never consented to be owned.

Mugabe believed he was ZANU-PF. He ruled for 37 years. Mnangagwa believes he is ZANU-PF. He is now engineering a constitution to prove it. Chiwenga believes it is his turn to be ZANU-PF. He is positioning a coup to claim it.

None of them believe in Zimbabwe. They believe in their turn.

And the MDC and CCC spent 26 years providing the democratic decoration that made the dictatorship look like a contest. Collecting salaries. Attending inaugurations. Filing defective court papers. Reaching for military shortcuts. Performing resistance while negotiating accommodation.

The people of Zimbabwe paid for all of it. In poverty. In exile. In mass graves in Matabeleland. In bullets on the streets of Harare on 1 August 2018. In a constitution being rewritten this week by MPs who were paid $50,000 each to betray the voters who elected them.

Wilbert is right. The curse is not ZANU-PF alone. The curse is the cycle. Liberators becoming oppressors. Oppressors producing the next generation of liberators who become the next generation of oppressors. Round and round. Generation after generation. While ordinary Zimbabweans are born into poverty, live in poverty, and die in poverty in one of the most resource-rich countries on the African continent.

ZEM exists to break that cycle. Not by producing another liberation movement that becomes another oppressor. But by building civilian institutions, constitutional culture, and economic competence that outlast any individual, any party, and any general.

No one has the divine right to rig and rule Zimbabwe. No one is above the law. Those are not slogans. They are the foundation without which nothing else ZEM is building means anything.

Madhokwi haana nyanga. Donkeys do not grow horns. And ZANU-PF will not rule forever.

But it ends when Zimbabweans stop waiting for a new liberator and start building the institutions that make liberation permanent.

That is the work. It starts today.

I agree our curse is the political system that has the nation locked in a vicious cycle of today’s liberators becoming to morrow’s oppressors because they too cannot resist the temptation of seizing absolute power for themselves.

46 years of Zanu PF corruption has fostered a new culture in which corruption is accepted as natural as breathing itself. Zimbabwe society is corrupt to the core and the corrupt are now very powerful financially, politically and in every other way. The corrupt have an invested interest in maintaining the status quo and so bringing about change will not be a walk in the park.

What would you say is the first step, the foundation, in building the new Zimbabwe. The solid foundation, the load bearing fixture, on which the whole edifice will stand and, without it, the whole structure will fall.

Zimbabweans were warned that participating in the CAB3 process was foolish. Mnangagwa blatantly rigged 2023 elections and would have no problem rigging Cab3! They did not listen.

Tendai Biti assured the nation that Zanu PF would require 2 referendums before it can pass CAB3 and it will never get the YES vote on the first let alone second. The people believed him and have participated in the amendment process with zeal.

Zanu PF says CAB3 does not require even one referendum.

The public hearing phase of the bill has been an insult. Those against the bill have not only been denied a voice, their resolve to be heard is now being misconstrued as approval. “Of the 470,117 written submissions received, 469,040 were in favour of the Bill, while 1,077 were against it!” it was announced.

CAB3 will pass, Mnangagwa and Zanu PF will have to additional dictatorial powers and the consequences of once again participating in the flawed process to give Zanu PF legitimacy will be felt for generations to come. When will we ever learn!

One of the reason to justify why Mnangagwa is using CAB3 to extend his stay in office by two years beyond the maximum ten years constitutional limit is so that he can deliver vision 2030. Rampant corruption is one reason why vision 2030 is a mirage.

In 2017 Mnangagwa was cocksure "Zimbabwe is open for business!" will deliver economic boom, the nation was dying for. The expected flood of investors never happened. Investors are a shrewd lot, they knew the "musical chairs" change of the Zanu PF leaders following the 2017 military coup was not going to end the endemic gross mismanagement, rampant corruption, etc.

If anything, corrupt was bad under Mugabe has gone into overdrive under Mnangagwa. CAB3 is giving the even more dictatorial power; corruption will soar into dizzying height.

For a full version search Youtube, FaceBook ox X "History already knows that CAB3 was a Mnangagwa imposition. Even naive will soon know vision 2030 is a mirage!"

This is just another one of the Zanu PF schemes to harass and steal! This is a regime that is determined to stay in power by hook and by crook and this deed digitisation will just be another multi-use tool for the regime - a stick with which to beat opponents and a carrot to bribe or reward others.

The present paper title deed system is used in many other countries the world over and it is fine for Zimbabwe. Zanu PF is “fixing” an unbroken system to open opportunities to “fix” the people. This is typical of a regime that is not accountable the the people and is, instead, holding the whole nation to ransom!

The truth is the nation has so many pressing needs given the country’s economic mess. We have millions of our people being booted out of SA and many of them will joining the millions living in abject poverty. We should be talking about them and yet are once again wasting time shooting ourselves in the foot!

“Uyu haana kwake!”

You are just a simpleton and so cannot see anything beyond whatever is presented before you. In 2017 you supported the military coup because you thought the choice was either Mugabe or Mnangagwa. Any one with even half a brain saw this was a false choice because swapping one dictator for another did not end the Zanu PF dictatorship.

The smart choice in 2017 and today is to dismantle the dictatorship and replace it with a democracy.

You have learned nothing from 2017 and so will repeat the same folly of swapping one dictator for another! You are who you are - a simpleton - and simpleton are renowned for repeating the same idiotic mistakes over and over again. And some simpletons even have the chutzpah to dismiss the rational position with contempt because they believe they are wiser than King Solomon!

“Uyu habana wake!” Fcuk me! I am being chastised by a simpleton!

Poor, poor Zimbabwe! The nation is a failed state because being ruled by corrupt, incompetent and murderous Zanu PF thugs assisted by equally corrupt and utterly MDC/CCC sell outs. The nation has wasted many opportunities to end the dictatorship because simpletons, millions of them, in their infantile stupidity are voting to maintain the status quo!

"If blacks are to rule themselves people in towns will walk on sewage until they believe it's normal," said Rhodesia Prime Minister Ian Smith is 1975.

Walking on sewage has become a metaphor for many, many bad things that have become "normal" in independent Zimbabwe. One of these bad things is corruption, it is the cancer that is killing this nation.

Zimbabwe is not the only nation that has to deal with the challenges brought about by corruption; corruption is rampant in SA too, for example. True! In SA one talks of "state capture" because many of the state institution are still independent and functioning as they should. Not so in Zimbabwe.

In Zimbabwe every arm of state is now corrupt and rotten to the core.We do not have "state capture" because the Mafia thugs are ruling the roost, they ARE the state! And we, the people, have accepted this as "normal", as Ian Smith would say, for decades and so it is hard to see where change will come from!

Zimbabwe Light said...

He is right! Many people have said nothing about how Zanu PF has denied rural povo title deeds to even one postage stamp size piece of land for political reasons. The same people are now waking up to the threat posed by this deed digitalisation. Divide and rule!

In SA people talk of “state capture” because there are still elements of the state that have been corrupted, yes, but still there are elements that are still healthy. In Zimbabwe corruption has spread and reach every state organ and the state institutions are all rotten to the core - the Mafia thugs ARE the state!

Who is this guy!

Not is not so much that these Zanu PF or MDC/CCC leaders do not know right from wrong. Of course, they know! It is just that when they get into a position of power and authority the temptation to feather one's own nest at the expense of the common good get the better of them.

The absence of an electorate smart enough to keep the leaders on the narrow and straight has only encouraged the corrupt leaders to believe they can get away with their betrayal of the common people!

The video of a white South African demanding back the R2 000 bribe he had paid the Police has gone viral. Like it or not, it has forced all officials in that country who have been taking bribes to sit up and pay attention. Many Zimbabweans out there wished the same to happen in Zimbabwe! Alas! That is all wishful thinking!

Corruption in Zimbabwe has become so deep rooted it is occurring in State House, the highest office in the land! Mnangagwa entered State House on the coattails of the 2017 military coup and rigged the 2018 and 2023 elections to cement his stay there. And now the buffoon has just rigged the constitution amendment process to extend his illegitimate stay in State House by a further two years beyond the maximum ten years stipulated in the constitution.

Nations get the government they deserve. We deserve this corrupt, incompetent and tyrannical Zanu PF dictatorship complete with its corrupt and utterly useless MDC/CCC side-kick. Every Zimbabwean must stand up against corruption and tyrannical rule and not just wish it!

Millions of Zimbabweans have left the country to go to SA and beyond as economic and/or political refugee. To suggest this is normal human migration is dishonest, to say the least.

Zimbabwe's economy has been in decline ever since the country's independence in 1980, the decline has accelerated since the farm seizures of 2000 and the money printing madness that fuelled the world record 500 billion per cent hyperinflation. Every thinking Zimbabwean inside or outside the country will be disappoint that there has been no meaningful effort to revive the nation's economic fortune.

The Zimbabwean returnees from SA, victims of the hotting up anti-black African foreigner, will be disappointed to note that this Zanu PF regime has wasted the last three years pushing Constitutional Amendment Bill No.3 whose primary purpose is to extend Mnangagwa's stay in power beyond the maximum ten years stipulated in the constitution. He is demanding the two additional years so he deliver vision 2030. Only the village idiots believe that nonsense!

“But his work does not end at politics. Across the nation, Dr Tungwarara is drilling boreholes to ease the water crisis. He is doing this even in opposition constituencies, because for him, service has no party colour. He has put food hampers on the tables of nurses who save lives daily. He has given financial empowerment to ordinary people struggling to start over.”

You are the scum of the earth because every day you post nonsense!

So you think the regime and its cronies giving food hampers to nurses is empowering the nurses? Has it ever occurred to you that the real empowerment would come from paying the nurses a living wage and not slave wage?

People like Dr Tungwarara are living in unparalleled luxury as their lifestyles show and all from looted national wealth. Whatever the give away is but small change.

49% of our people are living in extreme poverty the nation’s economy has all but collapsed under the burden of gross management and rampant corruption. The millions living in poverty do not want handout to escape from the poverty trap, they want a political system that works for all not not just the ruling elite and their cronies.

By the way Chiwenga received his lion’s share of the nation’s looted wealth from the same individuals he has been calling “zvigananda”! He fell out with them because they have been bankrolling Mnangagwa’s drive to extend his stay in office beyond 2028. Chiwenga thinks it is his turn to be president!

What village idiots like you, Makomichi, have failed to grasp is that whether it is Mnangagwa or Chiwenga who is in State House is academic because the dictatorship will remain. The swapping of one dictator for another of 2017 proved that! Meaningful change is Zimbabwe will only come from dismantling the dictatorship and replace it with a healthy and functioning democracy.

Zimbabwe Light said...

@ Joshy

You only see two choices either you support Mnangagwa or you support Chiwenga. I am telling you that these are all false choices in the same sense of a mouse choosing a cobra or a black mamba.

The mouse will KNOW either snake will kill it and so will choose neither. It will seek to escape from the two snakes. Why is it that you cannot see that neither Mnangagwa nor Chiwenga will bring about any meaningful change?

The musical chair changes following the 2017 military coup brought no meaningful change. So why repeat it?

Real change for Zimbabwe comes from dismantling the dictatorship and replacing it with a healthy and functioning democracy.

The very fact that the Zanu PF dictatorship has failed should be obvious by now, after 46 years of blundering from pillar to post and in this day and age. Alas! The penny has not dropped; the really worry is whether it ever will!

Zimbabwe is a failed state for a reason - we have millions with the IQ of a garden slug and, to crown it all, we have given them a voice and a vote!

"We are Zanu PF. We are the Army. We are the Police. We own everything!" boast Mnangagwa.

This was not just political grandstanding and posturing. Mnangagwa has always believed Zanu PF owns everything and has the divine right to rule by right of conquest. The sheer barbarism of the 2008 Operation Mavhotera Papi, the electoral coup, to punish Zimbabweans for having dared to reject Zanu PF is one example of what the regime will do to impose its oppressive will.

Zimbabwe is a failed state and after 46 years sinking into the abyss, we must wake up to the reality that the 1980 independence replace the white oppressor with the Zanu PF thugs. We must fight for our right to a meaningful vote, right to own even one quarter of an acre of land on which rural povo can but their mud huts, etc. because for now Zanu PF owns everything and everybody!

ZIMBABWE has a chronic shortage of decent housing and it is heartbreaking to note that this is the consequence of a deliberate political policy. Zanu PF is denying the millions in the rural areas title deeds to even a few square metres of land on which their mud huts stand. This is a carry over policy from the colonial days.

Any decent building structure in the rural areas has been demolished on the grounds the owners does not have title deeds to the land.

Before independence people in the towns and cities had a clear way to earn title deeds to the urban properties. Since independence the process has been corrupt and it is now chaos and confusion. Many decent buildings in the urban areas have been demolished, a consequence of the chaos.

THE BOTTOM LINE: Zimbabweans do not have the right to own property, especially title deeds to land. We must now fight for the right to own property from scratch, 46 years after independence!
