"As neighbours, no matter what they feel, they must mind their own business because they cannot interfere (in Zimbabwe). Whatever comments we (as neighbours) have, they have to be very limited because you cannot interfere," said former President of South Africa, Jacob Zuma.
He was commenting on Zimbabwe’s 2023 elections which are in full swing. Voting day is set for 23 August 2023.
"We want to ensure that when you are leading a country, it must spread and influence good neighbourliness and good relations,” he continued.
"Every country looks at elections as a very important event because after a particular period, you reach a point where you say, are we doing very well?
"Also, it gives citizens an opportunity to judge you if you have been doing very well. I am looking forward to the elections."
One hopes that in acknowledging that elections “give citizens an opportunity to judge” those in power, SA’s former president is endorsing the universal maxim that the mandate to govern is derived from democratic will of the people and the people alone and through the holding of free, fair and credible elections.
When the 2008 to 2013 GNU failed to implement even one token democratic reform to ensure free and fair elections, SADC leaders (Zuma was president of SA then) wanted the 2013 Zimbabwe elections postponed to allow for reforms. “If you go into the elections next month, you will lose. The elections are done!” they warned Tsvangirai and his MDC friends to their faces.
Sadly, SADC leaders’ advice fell on deaf ears.
Zanu PF went on to blatantly rig the 2013 elections, as SADC had predicted. The regional body did a volte-face and endorse the election process as “substantially free and fair” granting Zanu PF legitimacy although they had dismissed it as a farce a few weeks earlier.
Once again, SADC observers judged the 2018 elections as “substantially free and fair” granted Zanu PF legitimacy. The EU Election Observers dismissed the same election as a farce.
“The right to an effective legal remedy was not adequately provided for, there is no equal suffrage and shortcomings in the registration of voters somewhat compromised universal and equal suffrage. Notably, major shortcomings in the pre-election environment impacted on the free expression of the will of electors, state resources were misused in favour of the incumbent and coverage by state media was heavily biased in favour of the ruling party,” stated the EU Election Observer Mission final report.
“Further, the electoral commission lacked full independence and appeared to not always act in an impartial manner. The final results as announced by the Electoral Commission contained numerous errors and lacked adequate traceability, transparency and verifiability. Finally, the restrictions on political freedoms, the excessive use of force by security forces and abuses of human rights in the post-election period undermined the corresponding positive aspects during the pre-election campaign.
“As such, many aspects of the 2018 elections in Zimbabwe failed to meet international standards.”
The EU made 23 reform recommendations which, implemented, would have brought Zimbabwe’s election to accepted international standards. Not even one of these recommendations have seen the light of day.
These 23 August 2023 elections are going ahead without even something as basic as a verified voters’ roll, for Pete’s sake!
SA is one of the few countries in SADC that has successful held free, fair and credible elections to international accepted standards. We want SADC observers to use the 3-foot yard stick to judge these 2023 elections and not the 1-foot yard stick used in 2018. Nothing more, nothing less. That is all Zimbabweans are asking of SADC Election observers and that is not too much to ask.

ZEC deputy spokesperson Rodney Kiwa was speaking during an observer briefing in Harare Saturday where he said close to seven million Zimbabweans registered to vote in the upcoming general elections.
“The voter population when we closed the voters’ roll for the harmonized election was 6 619 690,” Kiwa said.
The deputy chairperson also said the voters roll will be made available to nominated candidates before 20 July.
The verified voters’ roll (VR) is supposed to be issued at least one calendar month before nomination day which was 21 June. Whatever the nomination courts used on the day, it was not available to the public. ZEC promised to issue some VR to all successfully nominated candidates by 30 June. The new date is now 20 July!
We can be certain of the following:
Whatever VR is issued on 20 July 2023, it will not be a verified voters’ roll because no one has ever been given the chance to audit it
Whatever VR is issued it will NOT be in a formate to audit it
The VR issued will have a number of key details missing such as Polling Station or some such detail
The VR issued will not be the same as that used of voting day
There will be many people who will be allowed to vote on voting day under the pretext it was too late to add their names to the VR.
Why the opposition parties are hell bent on participating in these elections, they are not even concerned there is no verified VR, underlines the political reality that they not bothered the elections are rigged as long as they win the few gravy train seats on offer as bait.
"It is hereby notified, in terms of section 3(2) of the Political Parties (Finance) Act that the total amount of money is payable to political parties in respect of the year beginning January 1 2023, and ending on December 31, 2023, is one billion dollars only.
"The money shall be disbursed to political parties that qualify in terms of section 3(3) of the Act as follows—(a) $700 300 000,00 shall be paid to Zanu-PF which received 70,03 percent of the votes cast; and (b) $299 700 000,00 shall be paid to the MDC-Alliance, which received 29,97 percent of the total votes cast," Minister Ziyambi said.
The British are pushing Zanu PF hard for reforms and free 2023 elections in Zimbabwe. They are pushing harder than CCC who are not pushing at all, indeed, who are content with rigged elections as long as they get their share of the spoils of power. It is truly frustrating.

This is a nationwide VR in PDF format not electronic searchable as required by the law. This is certainly not the VR which will be used on voting day because that roll is a Polling Station VR.
Besides Zanu PF supporters always register the last minute they names will be on the VR used on voting day or they will be allowed to vote on production of voter registration slip.
CCC are already crowing from the rooftop claiming the release of this VR as a great achievement on their party. The scope for rigging using this VR is limitless especially when all these officiating are in the loop!
If we are serious about holding free, fair and credible elections it is inconceivable that can ever happen without something as basic as a verified VR. We will never ever have a verified VR without implementing the reforms to ensure free and independent ZEC and all the other state institutions.

Mnangagwa takes the risk by sidelining army in polls

PRESIDENT Emmerson Mnangagwa has taken a huge political risk by sidelining the military - which has kept Zanu-PF in power directly since 2000 - from his dicey intelligency-driven presidential election campaign, state security sources say.
Mnangagwa is now working with the dreaded state security agency, Central Intelligence Organisation (CIO)'s shadowy political dark arts structure Forever Associates Zimbabwe (Faz), it has been shown mainly by The NewsHawks. He previously oversaw the CIO as State Security minister in the 1980s and that hardened him as a ruthless securocrat who likes operating in the shadows.
Faz - which is running an intelligence operation on elections - is aggressively playing an instrumental role spearheading Mnangagwa's campaign after the army, which brought him to power through the November 2017 coup that ousted the late former president Robert Mugabe, was muscled out amid betrayal and acrimony.
Sources say since the CIO has replaced the military in presiding over the electoral process and elections, if Mnangagwa wins the army will effectively be pushed back to the barracks. This risks an escalation of tensions within the security institutions, and intelligence sources warn that this may explode into a political crisis.
This comes, the sources add, against the background of Mnangagwa's active agenda behind-the-scenes move to remove the military from civilian government affairs to disentangle himself from its shackles and secure firmer control of the levers of state power.
Mnangagwa has been wrestling his deputy Constantino Chiwenga, who executed the coup, over the levers of state power and political supremacy. This has created a delicate and dangerous political brinkmanship with a military dimension.
Initially, the balance of forces favoured Chiwenga, but as he consolidated power Mnangagwa launched a daring wave of purges of top army commanders who led the putsch, posting some of them outside as ambassadors and side-lining some. The commanders were Chiwenga's allies.
Political analysts say his ruthless purges, which also engulfed the CIO and police, were helped by the role of contingency in politics, particularly death.
Amid political brinkmanship with Chiwenga which followed the coup, Mnangagwa purged army commanders who brought him to power. Some died mysteriously.
Chiwenga almost died in mysterious circumstances as well and was only rescued by the Chinese.
The incident led to his divorce with former wife Marry Mubaiwa and a chain of tragic events, including her amputation of the arm and proscription from seeing her children.
Intelligence sources say by pushing back against the army, Mnangagwa is not demilitarising state institutions and politics - which could be politically fatally for him and collapse his government - but manoeuvring the army back to the barracks to retain tighter control.
For Mnangagwa this became an imperative and survival tactic, especially after January 2019 when Chiwenga almost declared a state of emergency while the President was travelling in Russia and other eastern European countries.
This is contained in Mnangagwa's biography written by his adviser Eddie Cross.
The book, A Life of Sacrifice; Emmerson Dambudzo Mnangagwa, falls short of accusing Chiwenga of plotting to stage another coup in 2019 when the nation plunged into days of political uncertainty and fear, with the political environment pregnant with military manoeuvres and teetering on the brink of another coup.
The militarisation of state institutions in Zimbabwe now extends well beyond just state-security agencies to other key institutions, including the judiciary, state-owned media, and the Zimbabwe Electoral Commission, which runs elections.

In the aftermath of the coup, the military became the arbiter and kingmaker, again continuing to negate the electoral processes while observing minimally constitutional and normative provisions for purposes of retaining sub-regional, Southern African Development Community, and African Union continental as well as multilateral support, including at the United Nations.
Sources say Mnangagwa's actions are not meant to address the naked politicisation of the military amid the militarisation of Zimbabwean politics, which dates to the days of the liberation struggle, but to checkmate Chiwenga and retain power.
"Mnangagwa wants the army back to the barracks to protect himself and coup-proof his vulnerable government," one source said. "The issue is serious because, for instance, soldiers are no longer allowed to walk around in military garb or use public transport. They have to operate within the confines of military strictures."
An internal secret intelligence assessment by CIO, on which The NewsHawks was briefed, shows Mnangagwa has moved to sideline the army in the elections for three main reasons.
It is a huge risk which may pay a political dividend for him, but trigger the military to fight back.
Firstly, Mnangagwa is pushing back against the army which is still heavily influenced by Chiwenga and is suspected of planning a 2008-like "bhora musango" (sabotage) campaign which led to Mugabe's shock defeat by the late founding opposition MDC leader Morgan Tsvangirai in the first round of polling.
Secondly, he is trying to disentangle and wean himself off the army, which brought him to power through the coup, to secure his own mandate through Faz.
Sources say Mnangagwa is fed up with Chiwenga and the army's "we put you there" mantra used to blackmail and control him.
Thirdly, having dismantled the coup coalition which brought him to power, the President wants to push the army back to the barracks and remove them from the political fray.
The intelligence briefing sheds light and insight on the matter which will persist well beyond the elections, perhaps deciding Mnangagwa's fate even after he has won.
Since the creation of the Zimbabwean state in April 1980, the security establishment has evolved into a highly politicised institution in support of the ruling party and executive, ultimately serving as the alternative to electoral legitimacy, placing them at odds with the citizenry.
The executive-military relations in Zimbabwe are also anchored on patronage politics.
The army's reach now extends to mining, media, the health sector and even the electoral commission, despite the constitution being against its involvement in politics, and Mnangagwa wants to cut those tentacles to retain control.

One of the reasons for the November 2017 military coup was born out of the realisation that the Mugabe dictatorship had completely failed it was just a matter of how its demise was going to come about. The operation boor musango of 2014 had been one attempt to force Mugabe out of power, it failed only because the faction behind that move was not smart enough to get their puppet, Morgan Tsvangirai, who was the chief beneficiary of the plot to act decisively during the critical period when Mnangagwa and company usurped ZEC’s powers.
When Mnangagwa and company seized power in the 2017 military coup he hit the ground running with his promises to revive the country’s economy. No one could deny the economy was n a mess and desperately needed reviving. His “Zimbabwe is open for business!” mantra was dead in the water when he failed to deliver on the democratic reforms.
Mnangagwa has allowed the looting of the nation’s resources to go into overdrive in the hope that he would use the proceeds to improve the economy. All that has happened is the rich have become richer and even more demanding and wasteful, whilst the poor have sunk deeper and deeper as their numbers have swelled up. Zimbabwe’s social. political and economic situation is not sustainable. Mnangagwa can witter all he likes about how the country’s economy is getting better since he took over from Mugabe, the reality on the ground is telling a different story and no amount of spin can hide the hot chilli.
The worsening economic situation is the milestone round Mnangagwa’s neck. Even if he managed to rig next month’s election (a new operation boor musango is a distinct possibility) and get away with it with SADC granting his legitimacy; everyone can see he is sinking and they will all be fearful of being dragged into the abyss with him.
As long as Zimbabwe remains a failed state, a pariah state ruled by corrupt and incomplete thugs who have to rig elections to stay in power, there will never be economic recovery and political stability in the country. Never!

Zanu PF is rigging these elections and CCC are participating to give the regime legitimacy and perpetuate the dictatorship. This is not a victimless crime, Zimbabwe is a failed state because the country has failed to hold free elections and millions of our people are now living in abject poverty as a result!
The Zimbabwe Electoral Commission has finally handed over a copy of the electronic voters roll to the Citizens Coalition for Change just over a month before general elections on August 23.
ZEC came under fire from the opposition and independent election watch bodies for the opaque manner in which it has so far run the voter registration and verification exercise.
The courts ruled against him because "it was too risky" and in the interest of data protection.
But that didn't stop Zanu PF from sending text messages to registered voters urging them to vote for President Emmerson Mnangagwa.
The opposition alleged that Zanu PF had access to the voters' roll which is why it had the capacity to send the messages.
Some reports have said CCC have received PDF copy of the nationwide voters’ roll and not the searchable electronic copy which the law allows. The claim in this article must therefore be double checked.
It would be a real big surprise if ZEC ever release a searchable electronic VR.

TEMPERS flared yesterday during the Zimbabwe Electoral Commission (Zec) Harare Metropolitan provincial multi-party liaison committee meeting after opposition Citizens Coalition for Change (CCC) party candidates accused the electoral body of secretly availing the voters roll to Zanu-PF candidates.
Zec almost lost control of the meeting as CCC and Zanu-PF candidates traded heated verbal accusations.
The ruling party candidates courted CCC's ire after rubbishing the opposition's demand to access the voters roll ahead of the August 23 elections.
During the meeting, CCC candidates claimed that Zanu-PF candidates had access to a copy of the electronic voters roll, while their efforts to obtain the document were in vain, which they said was in violation of the Electoral Act.
Skirmishes also erupted at the meeting after CCC candidates demanded the arrest of some candidates whom they accused of fraudulently registering as the opposition party's candidates which resulted in the party fielding double candidates in some constituencies.
This is all political posturing “full of sound and fury signifying nothing” on the part of our pretentious opposition. We all know that ZEC will never release a verified voters roll to opposition and we all know the opposition make a big song and dance in protest but will always, always, participate in the flawed process no matter what.
Indeed, MDC/CCC had the golden opportunity to implement the reforms and freed ZEC to carry out its duties during the 2008 to 2013 GNU and they failed to implement even one token reform. Many bodies including SADC and EU have been calling for reforms before elections and it is none other than CCC leaders who are insisting on the elections with no reforms. They are after the few gravy train seats on offer as bait.

Opposition CCC supporters have been at the receiving end of these threats and intimidation while Zanu PF structures, shadowy FAZ, traditional leaders and war veterans have been identified as the biggest perpetrators,” said HZT.
This is a nightmare that could and should have been avoided if only MDC/CC leaders had implemented the democratic reforms and, at the very least, stopped participating in these flawed elections. They are participating out of greed.

The Mass Public Opinion Institute (MPOI) released the Afro-barometer survey on Zimbabwe on 10 July 2023.
Reader, the survey is not all rosy for the Citizens Coalition for Change (CCC)’s electoral prospects in the general election scheduled for 23 August 2023.
There is off course a paradox in the Afro-barometer research as I unpack later.
However, my view is that it is time for the CCC to collectively reflect and put all boots on the ground in order to turn the tide. This is a better approach because even if the survey turns out not to be a true reflection of political dynamics on the ground, the CCC would have increased its margin of victory come 23 August. In short, they would have lost nothing.
How any self respecting organisation can waste time carrying out a survey of the voters in a country like Zimbabwe where the election process is “so flawed, so illegal, that the only logical step is to withdraw,” as Coltart aptly put it; beggars belief!
Everyone with half a brain agrees that Zanu PF rigged the 2018 elections and with not even a token reform implemented, it is certain history will repeat itself. The regime has stubbornly refused to produce something as basis for free and fair elections as a verified voters’ roll for Pete’s sake.
As to why the opposition is hell bent on participating in the flawed elections, I will let Coltart answer that.

The results are saying one thing and he is saying the opposite just to justify why CCC is hell bent on participating in the flawed elections to hide the real reason why CCC is participating - greed.

We should just stop arguing in circles! Saying nothing can be done to end Zanu PF lawlessness and when some one like SADC offer us a chance to implement reforms and end the dictatorship we do even bother to implement even one token reform and yet are quick to say it does not work.
The truth is reforms and restoring rule of law works. MDC/CCC sold out and are selling out right now; some of us lack the intellectual capacity and/or courage to admit it. MDC/CCC leaders themselves have admitted the sheer futility of participating in these flawed elections to give Zanu PF legitimacy; they are people who want to see the rational reason for participating even when there is none.
Zanu PF thugs and subject to all the laws of thermodynamics just like all other mortals. Why should they be above the law. Of course, you should not expect them to reform themselves out of office, I would not do so myself if I was in their shoes. The important difference is that during the GNU it was within MDC leaders’ powers to implement the reforms and they did not because they are corrupt and incompetent. Why is that incomprehensible for some people!
Comprehendible or not it is a historic fact that MDC/CCC leaders sold out by failing to implement even one reform during the GNU. People can deny it all they want they cannot change the fact no more than I can change the fact that humans and chimps evolved from a common ancestor!

It was SADC leaders who begged MDC leaders to boycott the 2013 elections until reforms were implemented and Tsvangirai and company paid no heed. What did you want SADC to do then?
EU Election Observer Mission report made 23 reform recommendations designed to bring Zimbabwe’s election to “international standards”. Why should I remove CCC from the list of corrupt and incompetent leaders when the same individuals who sold out during the GNU are the one in CCC now? Are you going to remove Mnangagwa from the Gukurahundi massacre although he was the Minister who have the orders to kill just because in 2017 he rebranded himself as Second Republic?
The Chimp and I are distant cousins, we have a common ancestor and hence the reason why 98.8% of our DNA in common. We are talking of 6 million years ago and yet there it is, only 1.2% difference.
Chamisa and Mwonzora were colleagues during the GNU and only separated two years ago. Yet someone wants us to pretend they are two completely different species one from Mars and the other from another planet in some other galaxy millions of lightyears away. And all because you do not want to accept that Chamisa is a not just a fallible mortal but one with a proven track record as a corrupt, incompetent and utterly useless political leader!

I think you are the one who is trying to deny historic facts. MDC leaders i.e 150 or so MPs and senators, 30 Ministers and deputy ministers, 2 Deputy PM and 1 PM and not one of them proposed even one token reform in five years of the GNU.
“Mazivanhu eMDC adzidza kudya anyerere!” boasted Zanu PF cronies when asked why MDC leaders were not implementing reforms during the GNU. Of course, Mugabe bribed them with the trappings of high office and they, in return, throw reforms out of the window.
Even if CCC were to win elections next month, that will not change history.
In 2018 Zanu PF won more than 2/3 majority in parliament and senator and Chamisa was not even concerned. It seems he is once again focusing on winning the presidency again. "Our station of choice is being in government and not parliament," he argued.
Can a President Chamisa govern the country with a 2/3 Zanu PF majority in parliament and senate? Or is this wishful thinking?
