Reinstating scrapped bonuses is a good-cop / bad-cop Mugabe trick - that has always worked will fail one day!


David Coltart believes Minister Chinamasa did not just “jump the gun” in announcing that the regime will scrap civil servants bonuses in 2015 and 2016, he did so to impress IMF and the World Bank officials.

"President Mugabe's announcement this weekend, whilst Chinamasa was in Washington doing his best to woo the same community, will elicit a profound sense of deja vu in the IMF and World Bank,” said Mr Coltart.

"I have absolutely no doubt that Chinamasa timed his statement on bonuses to coincide with his visit - to show the IMF that the Zimbabwe government is serious about tackling government spending and debt. President Mugabe's statement will have driven a coach and horses through Chinamasa's attempt to get further international support for the government. Chinamasa will return from the IMF's spring meeting this past weekend in Washington not only with egg on his face, but with empty pockets too".

There is no doubt that the bonus issue has been a good-cop bad-cop game by the Zanu PF regime but clearly the plot is now getting very thick. For the benefit of Chinamasa’s trip to Washington, he was allowed to announce the scrapping of the bonuses. Mugabe played along by saying nothing.

However after another year of bad news on the economic front and the future looking even grimmer than ever the regime desperately need some good news for Mugabe to announce on Independence Day. The regime could not think of any good news and so they decided to “manufacture” good news by playing the good-cop bad-cop dirty trick on the nation.

The bad-cop, Minister Chinamasa, announce the scrapping of the bonuses. Allow it to sink in and make sure the more militant Trade Union Leaders are given the space and coverage to rant and rave. And then with all the dramatic fanfare the good-cop, Mugabe, would public denounce the bad-cop with theatrical tears running down his cheeks and reinstate the bonuses.

Indeed, it is almost certain that both Mugabe and Chinamasa knew that that the IMF and WB would not be so easily fooled by this cheap gesture of scrapping of the bonuses since it would be too little too late even if the regime were, for the first time, to implement it. So the real main purpose of this smokes and mirrors double act was to manufacture good news for Mugabe.

After the public reprimand, Minister Chinamasa was paraded to the public with his tail tucked between his legs, walking sideways, with his head bowed low and his nose in his mouth in a posture of total submission. He then publicly apologized for “jumping the gun” in announcing the scrapping of the bonuses!

Mugabe’s spokesman, George Charamba, was dispatched to publicly chastise the errant Minister Chinamasa further (making a mountain out of a mole hill) just to milk all the propaganda value out of the story! 

If anyone had taken Mugabe’s popularity rating before he denounced Chinamasa and after then it would have shot from 10% to 80%! No doubt the militant Trade Union leaders are still drumming their chests like silverback gorillas, chuffed to bits at what they see as their great victory. It will take the rest of the year for them to realise that Mugabe did not give them anything they did not have already!


Last year Mugabe pulled off exactly the same dirty good-cop bad-cop trick on his Zanu PF Youth League members. They came to Harare, no doubt, itching for a fight because they helped the party rig the July 2013 elections on the understanding that they would be rewarded with jobs only to be forgotten and left to rot.

Mugabe knew the party was broke and had not bought enough food to feed the conference members. He stepped on the eve of the conference, forming at the mouth for dramatic effect, discarded the set agenda and speech and instead launched into torrent of verbal abuse of the other senior party leaders, especially the then party’s Secretary of Administration, Didymus Mutasa, for failing to ensure there was plenty of food for the delegates. He there and then announced that he would personally donate cattle for meat, milk and sugar, etc.

The announcement had the same desired effect as Mark Anthony’s after reading dead Julius Caesar’s will to the crowd! The Youths promptly forgot all the grievances they had wanted to raise with Mugabe; they sang songs praising Mugabe, forgetting all their troubles. Their economic situation is even now than ever, the free party T-shirts they got during the 2013 elections are now tattered and torn and yet they would lynch anyone who dares criticizing Mugabe! Who have thought a piece of meat would such a soothing effect on these otherwise mindless thugs.

However the one thing that Mugabe has complete failed to hoodwink with his dirty good-cop bad-cop trickery is the economy.

"In his statement today Chinamasa speaks about a ballooning debt within the civil service (eg Premier Service Medical Aid contributions not being paid),” noted Coltart. “Government is failing to meet debt repayment undertakings, which he was hoping to address by not paying the bonus. He now has to source that money from elsewhere - but where is the question?”

The government must address the core problems of mismanagement and corruption that are fuelling the economic meltdown. Instead Mugabe’s plan was to throw lots and lots of the money at the problem and thus “rig” economic recovery. Mugabe’s $27 billion ZimAsset economic recovery plan is dead in the water because no donors have step up to bankroll the hare-brain scheme.

As long as Zanu Pf remains in power the economic meltdown will only get worse.

So far Mugabe has been able to fool some people all the time. Indeed he can even claim that his good-cop bad-cop tricks have fooled all the people some of the times. But the one thing he now has to learn is that even he cannot expect to fool all the people all the time!

It does not matter how much Mugabe tries to brainwash the people into believing that what he has dragging them to in what they wanted people know this is not what they wanted. You can convinced a blind man he is having brown rice and note white rice but not so with hot chilli in his relish.

For the last 35 years Zimbabweans have seen their standards of living and life expectancy fall like a stone; instead of a meat stew of the past all the people get now is relish with not even one piece of meat or anything else, it is hot chillies and nothing else!

That is very true, they have been condition to expect very little out of life and lol-behold they have rarely been disappointed! This is the case of the self-fulfilling prophesy! I wish I knew what to do to make them wake up and believe in their own ability to do something right and have self-respect!

If someone would not open their eyes if is hard enough to force them to open them, it is impossible to force someone to open their mind.

The human brain should be like New York at night, where night has been turned into day by all the light from cars, street lights, houses, neon-lights, etc. With some people their brain activity is no more than the flickering lights of campfires when caveman ruled the roost!

The easy with which Mugabe has fooled Zimbabweans from my simple minded aunt in the rural back-waters to highly educated professionals with all their degrees, certificates and other material things to reaffirm their economic and social success and stand; Mugabe has fooled them all. Whereas other na-tions would have come to the realization that a brainless monkey like him who cares not about justice and has not common sense and cares only about getting absolute power is dangerous to all including those close to him because he will only see them as a threat.

I would not expect people like Mai Mujuru or Mnangagwa to see how dangerous Mugabe is, they are mentally challenged to have any such insight. Still I do not accept that Zanu PF has always been full of mentally dead individuals!

The only reason why the nation has done nothing to stop this lunatic Mugabe drag the whole nation into these depths of economic and political despair is that people switched off mentally soon after independence and been in this comatose state for decades now. I really doubt we will ever get out of this mess; how can we, when mentally this is where we belong!

"The MDC is a disciplined party of excellence!" Sure Mr Gutu we all know and it proved it by failing to get even one reform implemented in five years in the GNU! You should at least have the good sense and stop parroting meaningless slogans that everyone knows are just that -empty and meaningless slogans.

The jostling for the 7 seats is understandable because it is doubtful to see how MDC is ever going to recovery as a political force from this! Yes this is going to be the last chance for MDC politicians to get back into power!

By the time Tsvangirai stepped on the political stage the people of Zimbabwe should have realized the mistake they had made in electing Mugabe without close scrutiny and then giving him a blank cheque. Sadly that lesson was not learned because we went on to elect Tsvangirai who, if the truth must be told and it must, is a village idiot and has been all his life to carry out the very important task of dismantling a deeply entrenched tyrannical regime and failed to provide close supervision of the idiot. Well of course Tsvangirai failed and failed dismally!

We say we want a freedom, justice, human rights, economic prosperity, etc. all these things are within our reach but that does not mean we should sit and do nothing. We have to earn them.

Tsvangirai has proven beyond all doubt that he is a village idiot but all that has been water off a duck's back to many people because they still want Tsvangirai as leader regardless. Because they cannot even be bothered to acknowledge that nothing has changed let alone listen to the explanation why. They are not interested, full stop.

It could take years before it finally sink in to some people that Tsvangirai is a village idiot. By then they will follow the next leader they come across and the whole cycle will start all over!

As a nation, we may have gone pass the point of no return a long time ago; we will never emerge from the chaotic situation we are in. We are incapable of running our affairs any better than what you see right now.

Tsvangirai and his MDC friends were elected on a ticket to deliver change but they clearly did not care about any of those changes and for individuals like Tsvangirai he does not a clue what those reforms are you and me keep talking about. And since the electorate does not have a clue the politicians will never be bothered.

What each successive generation of politicians be they Zanu PF or MDC are concerned about is to get into power and loot as much as they can as quickly as they can as long as they can. Getting into power is about one thing and one thing only – a chance to loot!

Many people are not really bothered that Tsvangirai did not implement any reforms because they did not expect him to do anything useful. Besides they would not know the difference even if he had.

I have a sickening feeling that you and me are fighting for a lost cause! Unless you can tell me how we are ever going to get even a small segment of the Zimbabwe electorate to start using their heads and think; I really think we will ever change anything. Come 2018 and we will still be talking of implementing the reforms.

Is it possible that during the GNU was our last chance to implement the reforms!??????

Tsvangirai has lost all support from SADC and the rest of the world because they have all seen his for the corrupt and incompetent village idiot he is. It is only amongst Zimbabweans that he still continues to enjoy support but only because they are very slow to learn.


It took many Zimbabweans 15 years to finally accept Mugabe was a corrupt and murderous tyrant even though he had already murdered over 20 000 and the economy was in the gutter after 10 years. So it could well take 20 or 25 years for them to finally see Tsvangirai for who he is!

Universal suffrage should have been a blessing but now it is turning out to be a curse. Democracy was never meant to work with a 15 to 25 year time lag!

Mugabe's contemptuous disregard of the country's economic situation in pursuit of what he wants is really becoming intolerable. How does one justify a situation where almost every city and town in the whole country has failed to supply clean drinking water because the council has no money for, pumps, chemicals or something and yet we have a president and his wife who are in and out of the country like a yo-yo and spending $3 million plus each trip!

Spot on! In fact all the reforms agreed in the 2008 GPA must be implemented. We cannot afford to go through the same process we went through with the new constitution and then still end up with Zanu PF rigging the elections.

Gutu's list only confirm what we already knew - MDC -T do not have a clue what democratic reforms are re-quired, they never did and hence the reason why he never implemented even one reform during the GNU!

True war veterans are disciplined and a genuine war veteran who was in the struggle will not attack anyone, not Mutezo alone, but a fellow citizen, Gumbo said.

Comrade Gumbo, over 30 000 innocent Zimbabweans have been murdered with millions others beaten and/or raped and you and your fellow Zanu PF friends, including Mutezo, have said nothing and even actively encourage this. You have only found your voice now because you are now the target of the same lawlessness.

There is rough justice in Mutezo being beaten, since people like him have done nothing to help dismantle this lawless regime because he is hoping to reconstitute it. So let this be a lesson to all those who have been part of this evil regime confess about how Mugabe rigged the July 2013 and help bring about the demise of this tyranny because this time you are its primary targets.

If Mutezo thought he could worm his way back into power by hobnobbing with the Mugabe faction and buying them lots and lots meat and beer; well they sure did not walk away without giving him their tradition vote of thanks!

This was Gumbo at his hypocritical best; he is asking Zanu PF to respect the law and constitution when the regime has never done any such thing in its whole life. He wanted the party to do so now because he is now the target of its lawlessness.


In cancelling Mujuru's allowance Zanu PF has set a precedence the nation can now follow. In rigging the 2013 elections Mugabe and Zanu PF imposed themselves on the nation, they are therefore illegiti-mate and therefore they are not entitled to anything a legitimately elected official would be entitled to.

You see but without perceiving, you hear but never understand because you see with you physical eye and hear with your physical ear but perceive nothing and understand nothing because your brain is fast asleep.

I have offered a solution and stated it clearly above and I quote, “With an overwhelming Zanu PF majority in the current parliament it is clear the party cannot be trusted to implement all the democratic reforms properly; this is why it was important that the task was done during the GNU. The only way out now is for a new body to be set up to carry out this important task. Since both Zanu PF and MDC failed to implement any reforms during the GNU it is self-evidence neither parties can be allowed to play a leading role much less have the power to veto anything.”

If you still did not get it, it will be because your brain is still fast asleep! Very of mental inactivity has turned most of it into fat tissues – you do not perceive or understand anything with that shit!

Most of the MDC leaders and supporters have been in Zimbabwe all their lives and throughout the five years of the GNU and yet they failed to get even one reform implemented. Not one. Indeed even after the GNU fcuk up you would think they have finally learned and they would finally offer the nation a way out. And yet they still come up with rubbish. MDC have proven beyond all reasonable doubt that they are village idiots and it would be folly to trust them again to get the democratic reforms implement.

I do not subscribe to your school of thought that believe that only these in Zimbabwe know the right answers to the nation’s problems; the MDC village idiots have just proven that. Since the right solution can come from anyone then we must learn to judge ideas on their own merit and not at who put them forward and where they came from.

“Great minds discuss ideas; average minds discuss events; small minds discuss people.” Said America’s former First Lady, Anna Eleanor Roosevelt. Of course she was spot on!

What I find particularly obnoxious about small minded people is that not only do they lack ambition to aspire to be better they are doing everything in their poor to make their minds even smaller. Instead of discussing great people they discuss confirmed village idiots. But worst of all these small-minded midgets love dragging everyone else into their level of mindless mediocrity.

The small-minded village idiots in Harvest House have dragged this nation into this mess by failing to implement the reforms when they had all the opportunities to do so during the GNU. Now they want to keep the nation stuck in this mess by tinkering endlessly round the edges with the reforms instead of doing a proper job. I am here, to do my best to ensure MDC does not hold the nation prison in this hell to gratify their own small-minded self-importance. There is no stopping me!

All the democratic reforms will be properly implemented this time and no messing around! Yes Zimbabweans you will finally have a meaningful, free and democratic vote; that is my promise to you!
