"Striking, new Bill has 20 out 23 POSA clauses!" - not striking, expected cosmetic changes P Guramatunhu


“Recently, the government of Zimbabwe, through the Minister of Home Affairs, introduced the Maintenance of Peace and Order Bill to Parliament (MOPA). This Bill, that will replace the reviled Public Order and Security Act (POSA), inter alia seeks to govern public demonstrations and gatherings. It is therefore a very important factor in Zimbabwe's march towards democracy."

“What is striking is that out of the 23 in POSA the Bill retains a whopping 20 Clauses as they are word for word. It makes minor amendments to 2 Clauses and repeals only a single provision of POSA. Further key provisions of this Bill are duplicated word for word from the Regulation of Public Gatherings Act No. 205 of 1993 of South Africa enacted before that country attained its independence. This Bill is therefore simply POSA by another name and appears not to have been made with any democratic design in mind.”

This is just MDC leaders giving their usual meaningless prattle to draw attention to themselves in their fight to get back on the gravy train. When they are is power, they have done absolutely nothing! 

Mnangagwa and his thugs were given six months to replace POSA and they have done so or be it by retaining 20 out of the 23 obnoxious clauses! Tell us Mr Mwonzora how many clauses of POSA or any of the other obnoxious laws did MDC replace in five years of the GNU? Not one! And yet the primary task of the GNU was to implement the raft of democratic reforms.

What does Mwonzora hope to achieve with his criticism of MOPA? With its 2/3 Zanu PF majority in parliament, this law will sail through into law. 

Zimbabweans must ignore these MDC A idiots who are corrupt, incompetent and utterly useless. Mnangagwa and his Zanu PF junta rigged last year’s elections, the regime is illegitimate and should not even be in office. Zimbabweans must focus on piling the pressure on the regime to step down a.s.a.p. and not allow themselves to be distracted by what the regime is doing.

If Zanu PF is still in power in 2023, the regime will rig those elections. We must not allow that to happen!

Zimbabwe is stuck in this hell-on-earth of serious economic meltdown and political paralysis. The only way out is by implementing the raft of democratic reforms agreed at the onset of the 2008 to 2013 GNU designed to restore the individual freedoms and rights including the right to free, fair and credible elections. 

We must not forget that the people of Zimbabwe have risked life and limb to elect MDC leaders on the promise they would scrap POSA and the other undemocratic laws and practices. MDC had many, many golden opportunities to delivery the democratic changes but wasted them all. The nation is still stuck with the corrupt, incompetent and tyrannical Zanu PF regime because MDC sold-out!

In a memorandum circulated on Wednesday, the hospital increased the minimum admission fee to RTGS$ 600 per day, just more than what the average civil servant including nurses at the hospital earns in a month.

This is madness! In a country where 3/4 of the people earn US$30 or less a month how can hospital fees be US$100 per day (at RTGS$ 6: 1 US$. For the 3/4 of the people health care is simply a luxury they cannot afford!

A politician's work is never done! As rule of thumb, politicians make a career out of promising the people to make their lives better. But, of course, better is a relative word; they never say better than what, when, how, etc. and so remain as slippery as fish when it comes to holding them to account.

In Zimbabwe, opposition politicians are elected on a ticket to bring about democratic changed they do nothing about change but have become specialists at telling the people just how miserable they are because there is no change.

Only an idiot like Douglas Mwonzora would be surprise that MOPA is just as oppressive as POSA given that both laws are crafted by the same corrupt and tyrannical Zanu PF dictatorship. What is infuriating is the nation risked life and limb to elect Mwonzora to scrap POSA and end the dictatorship but the idiot clearly thinks his job is to remind us all how miserable we are under the Zanu PF dictatorship!

Mnangagwa was cocksure his "Zimbabwe is open for business!" was going to revive the country's economic. Well it is now clear that the flood of investors and lenders he expected to answer his call have never materialized. He appointed ostentatious individuals like Professor Mthuli Ncube and Newspaper magnet Trevor Ncube into his cabinet and 24 strong President Advisory Council respectively; again cocksure they will have the Zimbabwe economy back on track in double quick time. Instead of a signs of economic recovery there are signs galore of the economy in free fall as inflation soars and prices of goods and services follow suit.

President Mnangagwa is calling for political dialogue for one simple reason; he has tried everything to revive the economy and is hoping someone else can come up with a viable solution. If there was no solution forthcoming he will at least have the comfort of sharing the economic failure with everyone else.

This is nonsense, Mnangagwa rigged the elections cocksure he would deliver economic recovery. He has failed and should step down. This culture that only Zanu PF is the party that must rule the country is rubbish.

As long as Zanu PF remains in power the country will remain a pariah state ruled by corrupt and vote rigging thugs. Zanu PF must step down, there is nothing else for it!

Government must impose a tax for idle capital and must punish misallocation of scarce resources. It is shocking that Mr Tenderprenuer may have brought in this vehicle duty free. This is a system that rewards and incentivises misallocation of resources.
Mnangagwa is likely to fail dismally in resuscitating the economy. It would seem Mnangagwa and those who surround him have no mindset required to rescue Zimbabwe.
Minister of Finance, Mthuli Ncube, has boasted endless on how he has managed to squeeze millions from the street vendors and others earning as little as US$30 or less per month and yet he has failed to tax these tenderpreenuers much less those earning millions every month from the wholesale looting in Marange and other places.
There is no way we are ever going to rid ourselves of this corrupt and tyrannical Zanu PF dictatorship other than making sure we implement the reforms necessary for free, fair and credible elections. Zanu PF rigged last year’s elections, the regime must step down.

This only proves that Mnangagwa is very popular with the filthy rich. When you make millions every month tax-free and have tonnes of looted wealth to protect then you want Mnangagwa in power. What is RTGS$ 250 000 to those filthy rich few, it is small change!

What is holding back the country is the Zanu PF thugs who rigged the elections and thus confirm to the world that Zimbabwe is still a pariah state ruled by corrupt and vote rigging thugs. The EU, the Americans and many other western nations Zimbabwe is trying to re-engage had election observers in Zimbabwe last year and they condemned the elections as a farce. Instead of admitting this political reality Zanu PF is pretending these nations would have endorsed the rigged elections if MDC A had done so. It is stupid to think that these nations, investors, lenders, etc. are not smart enough to see Zimbabwe is still a pariah state.

Nelson Chamisa and his MDC A and the rest of the country’s opposition opportunists are guilty of holding the nation back in that by participating in last year’s elections and by endorsing the results they gave the process some credibility, which Zanu PF is milking right now. How anyone with even half a brain would participate in an election in which there is no verified voters’ roll beggars belief!

Nelson Chamisa is being plain stupid in choosing to endorse some bits of the flawed and illegal election and rejecting others. The whole process was flawed and illegal, period!

Zimbabwe has just received US$250 000 worth of medicine from India.

How much is Zimbabwe spending on the ruling elite who are now travelling to India for their medical health needs?

How much is India pocketing from the wholesale looting of Zimbabwe diamonds? It is no secret that India is one of the countries that has a booming diamond industry thanks to the cheap diamonds looted from Zimbabwe!

Douglas Mahiya is just a loose cannon and like all such people has the propensity to shoot himself in the leg or worse shoot the very people he is supposed to be protecting. Mahiya has been totally brainwashed by Zanu PF ruling elite, he is too stupid to be ever counted as one of the ruling elite, he has failed to understand the importance of free, fair and credible elections as a fundamental right.

The UN KNOWS that Zanu PF rigged last year’s elections and thus denying ordinary Zimbabweans their right to free, fair and credible elections. The targeted sanctions are designed to pressure the regime to restore this basic human right. How then can the UN call for the lifting of the sanctions?

The UN know that the root cause of Zimbabwe’s economic meltdown is the rampant corruption which Zanu PF has done little to stamp out. The UN know that corruption is rampant in Zimbabwe and even Mnangagwa himself was name in one one UN report as the one involved in the looting in the DRC!

Mahiya is calling for sanctions to be lifted because that will benefit the corrupt and oppressive Zanu PF ruling elite; the idiot is just singing for his supper!

Well, I say, some good has certainly come out of forcing Professor Moyo into exile; he now knows what the country needs to turnaround and stabilise the economy. He did not know any of this stuff when he was in power, but a few months in a fox hole away from the palatial comforts has helped open his eyes.
